The International Congress meets at least once every four years, although special meetings of the International Congress can be called by decision of the International Council. It is composed of representation by delegates from the International Council and all member organizations, based on membership size.
The International Congress has the responsibility to consider and decide on reports presented;
formulate policy for StreetNet and decide on resolutions submitted to the International Congress by members and by the International Council; consider and approve amendments to StreetNet’s Constitution; review and decide on the financial position and progress of StreetNet; deal with any matter which in the opinion of the International Congress is in StreetNet’s interest and which merits the consideration of the Congress.

The Seventh International Congress of StreetNet took place in Rwanda, from 3-6 May 2023. You can see photos of the Congress here. You can find more information about the Congress in the official 7th International Congress Website and you can see a summary video below:
The Sixth International Congress of StreetNet took place in Kyrgyzstan, from 9-12 April, 2019.
The Fifth StreetNet International Congress took place in India, in 2016.
The Fourth International Congress of StreetNet International took place in Santiago, Chile, during 25 – 27 March 2013.
The Third StreetNet International Congress took place from 10 – 12 August 2010 in Cotonou, Benin.
The Second StreetNet International Congress was held in Atibaia, Brazil, on 21st and 22nd August, 2007. This would not have been possible without the solidarity and invaluable assistance of CUT Sao Paulo and other departments of CUT Brazil, which hosted StreetNet in the country.
On 16 and 17 March 2004, StreetNet’s first International Congress was held in Seoul, Korea, hosted by the National Federation of Street Vendors of Korea (NFSVK).
